The Site
A Sustainable Location
Miller Homes’ site is located in Bidford-on-Avon, adjoining the established residential areas of Jacksons Meadow and Kings Meadow. The site covers approximately 4.51 hectares of agricultural land, less than 1km from the village centre. It sits close to existing footways, play areas and local green spaces, providing a natural opportunity to deliver new homes in a location already connected to the village.
The surrounding landscape includes field boundaries, hedgerows and existing watercourses, which have informed a landscape-led structure for the emerging Masterplan. The site also benefits from convenient access to local schools, services and community facilities within Bidford-on-Avon.
Planning Context
Stratford-on-Avon District is required by national planning policy to show that it has at least five years’ worth of deliverable housing land. The Council’s most recent figure shows it currently has 2.21 years, which means there is a clear shortfall in housing delivery that must be addressed across the District.
To help manage future growth, the Council has produced a draft Site Allocations Plan (published in 2020 and updated in 2022). This work identified the southern part of Land East of Jacksons Meadow as a potential reserve housing site, meaning the Council had already considered the area as having development potential if additional land was needed to rectify the Council’s housing land supply position.
Alongside this, the new South Warwickshire Local Plan is being prepared by Stratford-on-Avon District Council and Warwick District Council. The Site is incorporated as part of the Bidford-on-Avon Growth Location (SG20) within the South Warwickshire Local Plan Preferred Options.Although this does not allocate the site, it shows that the area is being considered as part of the long-term spatial planning strategy.
In October 2025, Stratford-on-Avon District Council confirmed that it could no longer demonstrate a five-year housing land supply and noted that more deliverable planning applications would be needed, particularly on sites already identified through previous planning work. This reflects the need for sites that can support housing delivery in the short term, while the longer-term Local Plan is being completed.
The Proposal
Miller Homes is bringing forward proposals at Land East of Jacksons Meadow in response to this context, particularly as this site is one of the locations recognised by the Council as capable of helping to address this shortfall and deliver much-needed homes more quickly.
The aim is to deliver a high-quality, landscape-led neighbourhood that reflects local character, provides much-needed affordable and market homes, and contributes to the Council’s requirement for deliverable sites in a planned and coordinated way.
